විනිසුරුවරුන්ගේ සේවා කාලය දීර්ඝ කිරීම සම්බන්ධයෙන් ත්‍රෛනිකායික මහා නායක හිමිවරුන් විසින් ජනාධිපතිවරයා වෙත යොමු කරන ලද ලිපියට මේ දක්වා කිසිදු ප්‍රතිචාරයක් නොලැබීම කණගාටුදායක තත්ත්වයක් බව මල්වතු මහා විහාර පාර්ශවයේ මහා නායක අතිපූජ්‍ය තිබ්බටුවාවේ ශ්‍රී සුමංගල මහා නාහිමිපාණන් වහන්සේ පවසති. උන්වහන්සේ පෙන්වා දෙන්නේ රටේ පාලකයන්ට විවිධ අවස්ථාවලදී අර්ථයෙන් හා ධර්මයෙන් අනුශාසනා කිරීම මහා නාහිමිවරුන් විසින් අතීතයේ සිටම සිදු කරනු ලබන සම්ප්‍රදායක් බවයි. එවැනි අවස්ථාවලදී වාචිකව මෙන්ම ලිඛිතව ලබා දෙන උපදෙස් සම්බන්ධයෙන් පාලකයන් විසින් ප්‍රතිචාර දැක්වීම සාමාන්‍ය පිළිවෙත වුවද, මෙවර එවැනි පිළිතුරක් හෝ නොලැබීම ගැටලු සහගත බව උන්වහන්සේ සඳහන් කළහ. ජාත්‍යන්තර මානව හිමිකම් සංවිධානයේ නියෝජිත පිරිසක් (12) මහනුවරදී මල්වතු මහා නාහිමියන් බැහැදුටු අවස්ථාවේදී උන්වහන්සේ මේ බව ප්‍රකාශ කළහ. විනිසුරුවරුන්ගේ විශ්‍රාම වයස දීර්ඝ කිරීමට අදාළ යෝජිත ව්‍යවස්ථා සංශෝධනය සම්බන්ධයෙන් මහා නාහිමිවරුන් සිය ස්ථාවරය මීට පෙර ලිඛිතව ජනාධිපතිවරයා වෙත දැනුම් දී තිබුණි. එහෙත් එම ලිපිය ලැබුණු බවට හෝ ඒ පිළිබඳ රජයේ ස්ථාවරය කුමක්ද යන්න පිළිබඳව මෙතෙක් කිසිදු දැනුම් දීමක් සිදු කර නොමැති බව මල්වතු මහා නාහිමියෝ මෙහිදී වැඩිදුරටත් අවධාරණය කළහ. ”මහා නායක හිමිවරුන් ජනාධිපතිතුමන් හට හෝ රාජ්‍ය පාලකයෝ හට ලිපියක් යැව්වොත් වෙනදට ඒ ලිපිය ලද බවට පිළිතුරක් එවනවා. මේ විනිසුරුතුමන්ලාගේ විශ්‍රාම වයස ගැටලුව සම්බන්ධයෙන් ත්‍රෛනිකායික මහා නාහිමිවරුන්ගේ මතය සඳහන් කරලා යවපු ලිපියට මේ දක්වා පිළිතුරක් නැහැ. අඩුම වශයෙන් ඒ ලිපිය ලැබුණාද කියලවත් අපට දැනුවත් කරලා නෑ. රටේ යම් ගැටලුවක් ඇති වූ විට ඒ සම්බන්ධයෙන් මහා සංඝරත්නය විසින් රාජ්‍ය පාලකයෝ හට අර්ථයෙන් ධර්මයෙන් දේශනා කිරීම රජ දවසේ සිට සිදු වූ දෙයක්. අවවාද අනුශාසනා ලබාදීම අප සාමාන්‍යයෙන් සිදු කරනා දෙයක්. නමුත් දැන් සිදුවන දේවල් අපටත් ප්‍රශ්නයක්. මහා නාහිමිවරුන්ගෙන් ජනාධිපතිතුමන් හට ලිපියක් නොලද බව ඇතැම් මැති ඇමතිවරුන් පාර්ලිමේන්තුවේ පවා පවසන අයුරු අපි දැක්කා. කිසි කෙනෙක් මේ දක්වා කිසිදු අවස්ථාවක කිසිදු වැදගත් විෂයකට රටට ගැලපෙන ස්ථිර ප්‍රතිපත්තියක් හදන්නේ නෑ. යම් යම් විෂය කරුණු පිළිබඳ ප්‍රතිපත්ති හැදුවම ඊළඟට එන ආණ්ඩුව ඒවා අහෝසි කරනවා. ඕක තමයි තත්ත්වය. රට හැමදාමත් එක තැන තමයි. කිසිදු විෂයක් සම්බන්ධයෙන් රටට ගැලපෙන ස්ථීර ප්‍රතිපත්ති නෑ. එන අය හදන්නෙත් නෑ. තමන්ට අවශ්‍ය විදියට තමන්ට වාසි සැලසෙන විදියට තමයි වැඩ කරන්නේ. මේ කිසි කෙනෙක් විපක්ෂයේ ඉන්නකොට කියන දේවල් බලයට ආවට පසුව කරන්නේ නෑ. අමතක වෙනවා. අද මේ රටේ අධ්‍යාපනය ගැන බැලුවොත් ප්‍රශ්න ගොඩක් තියෙනවා. ඉස්සර නම් උසස් පෙළ, සාමාන්‍ය පෙළ විතරයි උපකාරක පන්ති තිබුණේ. දැන් එක වසරේ ඉඳලා උපකාරක පන්ති. පඳුරක් පඳුරක් ගානේ උපකාරක පන්ති. ඒ වගේම හැම තැනම විවිධ විශ්වවිද්‍යාල, ඉස්සර තිබුණේ රජයේ ඒවා විතරයි. රට ලෝකය වෙනස් වෙනකොට ඉදිරියට යන්න ඕනේ තමයි. නමුත් රටේ සභ්‍යත්වය, සදාචාරය සංස්කෘතිය විනාශ කරගෙන යන්න හොඳ නෑ. මේ අධ්‍යාපන ක්‍රමයන් සම්බන්ධයෙන් නිසි නියාමනයක් අවශ්‍යයි. අද රජයේ පාසල්වල ඉහළ පන්තිවලට උගන්වනවද නැද්ද කියන්නවත් අපි දන්නේ නෑ. පෞද්ගලික උපකාර පන්තිවල තමයි දරුවෝ ඉන්නේ. මේවට නියාමනයක් නෑ. ඒ පාසැල් වල උගන්වන ගුරුවරුම ඇතැම් විට පුද්ගලික උපකාරක පන්තිවල උගන්වනවා ඕක තමයි තත්ත්වය. කාලයක් තිස්සේ අධ්‍යාපන ක්‍රමයේ අවුලක් තියෙනවා. අද ළමයි දහම් පාසල් යන්නේ නෑ. ඉරිදාටත් පෞද්ගලික උපකාරක පන්ති තියෙන නිසා. අපි මොන තරම් කාලයක් තිස්සේ වගකිව යුත්තන්ට මේ පිළිබඳව දැනුවත් කරලා තිබෙනවාද. ඉරිදාට උපකාරක පන්ති අවශ්ය නෑ කියලා. එහෙම නැත්නම් උදේ වරුවේ අවශ්‍ය නෑ කියල. කිසිම රජයක් ඒ සම්බන්ධයෙන් අවධානය යොමු කලේ නෑ. නව ලෝකයට ගැලපෙන පරිදි අධ්‍යාපනය අවශ්‍යයි. නමුත් රටකට රටේ ඉදිරි පරපුරට සාරධර්ම, සදාචාරය, සංස්කෘතිය, අපේ උරුමය වගේම සිරිත් විරිත් ගැන දැනුමක් ලබා දෙන්න ඕනේ. ඒ වගේම තමයි අද වෙළඳපලේ තිබෙන බහුතරයක් අටපිරිකර කිසිම ප්‍රමිතියක් නෑ.. මේ ගැන අපි අදාල වගකිවයුතු අයට කොතෙක් සඳහන් කළත් කිසිම වැඩක් වුණේ නෑ. අපට පේන විදියට බහුතරයක් අනවශ්‍ය දේවල් පිළිබඳ විතරයි අවධානය යොමු වෙන්නේ. අද බොහෝ තැන්වල ප්‍රශ්න, රටේ ගොවි ජනතාව බරපතල ආකාරයේ ගැටළු වලට මුහුණ පාලා ඉන්නවා, ඒ අය එක්ක කතා කළොත් රටේ ඇත්ත තත්ත්වය දැනගන්න පුළුවන්" Delay in Government Response to Clergy's Proposal Raises Concerns The absence of a response from President Ranil Wickremesinghe regarding a letter from the Trincomalee Maha Sangha proposing an extension of the service period for judges has been lamented as a disappointing situation by the Chief Monk of Malwathu Maha Vihara, Most Ven. Thibbatuwawe Sri Sumangala Thera. He emphasized that the tradition of clergy offering guidance—both moral and ethical—to the country's rulers has been a longstanding practice. While it is customary for government officials to acknowledge such written and verbal advice, the lack of any response this time suggests a troubling disconnect, he noted. This claim was made during a recent event in Kandy where a delegation from the International Human Rights Organization was present. The Chief Monk highlighted that the Sangha had previously communicated their position on a proposed constitutional amendment to extend the retirement age for judges, yet there has been no acknowledgment or government stance shared regarding this communication. "When monks send a letter to the President or state officials, it has usually been customary to receive an acknowledgment in return. However, this time, there has been no response regarding the important issue of judges' retirement age, not even a confirmation that the letter was received," he expressed. The Chief Monk further pointed out that the Sangha has historically engaged with political leaders during crises, providing moral guidance that dates back to the days of kings. "Offering counsel is part of our regular duties, but the current circumstances raise questions for us as well. Observations made by certain ministers in Parliament imply that no correspondence has reached the President from the clergy," he pointed out. He criticized the ongoing absence of a coherent, stable policy addressing significant national issues, stating that when policies are formulated on certain topics, the subsequent government often disregards them. "The status quo remains unchanged; there are no consistent policies suitable for the country, nor is there any inclination to establish them. Actions taken are often self-serving and neglectful of previous commitments," he criticized. Turning to the education sector, the Chief Monk expressed concern over the myriad of issues currently afflicting the system. "In the past, tuition classes were limited to Advanced Level and Ordinary Level preparations. Now, we see them proliferating throughout the year across many subjects, with a multitude of private institutions appearing, some previously exclusive to government universities. While the world evolves, our educational methods risk deteriorating societal values and culture," he asserted. Proper regulation for these educational practices is urgently necessary, he argued. Noting a decline in student attendance at Dhamma schools, he attributed this partially to the prevalence of private tuition classes even on Sundays. "We have long been made aware of these issues and have indicated that Sunday classes are unnecessary. Yet, no government has prioritised or addressed this concerning trend," he stated. The Chief Monk concluded by remarking on the market's current state, where most products lack proper standards. "Despite notifying relevant authorities about the prevalence of substandard goods, little to no action has been taken. It seems that attention is only given to trivial matters while significant issues remain unaddressed. Engaging with farmers reveals the true state of the nation, who are grappling with severe challenges," he cautioned. *Note: In case of any discrepancy between the Sinhala and English versions, the Sinhala version shall prevail.
