මුදල්, ක්‍රමසම්පාදන සහ ආර්‍ථික සංවර්‍ධන අමාත්‍යාංශයේ රාජ්‍ය ණය කළමනාකරණ කාර්‍යාලය විසින් නිකුත් කර ඇති නවතම සංඛ්‍යාලේඛන වාර්‍තාවට අනුව, 2026 වසරේ දෙවන කාර්‍තුව අවසන් වන විට මෙරට සමස්ත දළ රාජ්‍ය ණය ප්‍රමාණය සහ විදේශ ණය තොගය කැපී පෙනෙන ලෙස ඉහළ ගොස් ඇත. වාර්‍තාවට අනුව, 2026 පළමු කාර්‍තුව අවසානයේ (මාර්‍තු 31) ඇමෙරිකානු ඩොලර් මිලියන 37,468ක්ව පැවති රජයේ සමස්ත විදේශ ණය ප්‍රමාණය, දෙවන කාර්‍තුව අවසන් වන විට (ජූනි 30) ඇමෙරිකානු ඩොලර් මිලියන 38,008ක් දක්වා ඩොලර් මිලියන 540කින් ඉහළ ගොස් තිබේ. දේශීය මුදලින් ගණනය කිරීමේදී සමස්ත දළ රාජ්‍ය ණය ප්‍රමාණය 2026 මාර්‍තු මස පැවති රුපියල් බිලියන 32,233 සිට ජූනි මස අවසානය වන විට රුපියල් බිලියන 32,977ක් දක්වා රුපියල් බිලියන 744කින් ඉහළ ගොස් ඇත. දෙවන කාර්‍තුව තුළ රජය විසින් ලබාගෙන ඇති මුළු දේශීය හා විදේශීය ණය ප්‍රමාණය රුපියල් බිලියන 1,997.1කි. එම කාලසීමාව තුළ ණය වාරික සහ පොලී ගෙවීම් (ණය සේවාකරණය) වෙනුවෙන් රජය වැය කර ඇති මුදල රුපියල් බිලියන 2,698.6ක් වන අතර, ඉන් රුපියල් බිලියන 257ක් (ඇමෙරිකානු ඩොලර් මිලියන 804.3ක්) වැය කර ඇත්තේ විදේශ ණය සේවාකරණය සඳහාය. රජයේ විදේශ ණය සංයුතියෙන් සියයට 66ක්ම ඇමෙරිකානු ඩොලර් (USD) වලින් ලබාගෙන ඇති බැවින්, දේශීය මුදල අවප්‍රමාණය වීමකදී ණය බර සහ ගෙවීම් පිරිවැය සීඝ්‍රයෙන් ඉහළ යාමේ දැඩි අවදානමක් පවතී. රජයේ සමස්ත විදේශ ණයවලින් සියයට 22.3ක් පාවෙන පොලී අනුපාත (Floating rates) යටතේ පවතින බැවින්, ගෝලීය මූල්‍ය වෙළෙඳපොළේ පොලී අනුපාත ඉහළ යාම මෙරට ආර්‍ථිකයට සෘජු බලපෑමක් එල්ල කරයි. රාජ්‍ය ව්‍යවසායන් (SOEs) වෙනුවෙන් මහා භාණ්ඩාගාරය ලබා දී ඇති ඇපකර මත පදනම් වූ ණය ප්‍රමාණය ඇමෙරිකානු ඩොලර් මිලියන 2,885ක් (රුපියල් බිලියන 971ක්) දක්වා ඉහළ මට්ටමක පවතී. මාර්‍ග සංවර්‍ධන අධිකාරිය, ලංකා ඛනිජ තෙල් නීතිගත සංස්ථාව, ජාතික ජල සම්පාදන හා ජලාපවහන මණ්ඩලය සහ ලංකා විදුලිබල මණ්ඩලය වැනි ආයතන සතු අධික ණය බර මහා භාණ්ඩාගාරයට බරපතළ අවදානමක් නිර්‍මාණය කර ඇත. ප්‍රධාන ද්විපාර්‍ශ්වික ණයහිමියන් සමඟ ගිවිසුම්වලට එළඹුණද, රටවල් 13ක ණයහිමියන් සමඟ ණය ප්‍රතිව්‍යුහගත කිරීමේ සාකච්ඡා තවමත් අවසන් වී නොමැති වීමද මූල්‍ය අවිනිශ්චිතතාවට හේතුවක් වී තිබේ. Sri Lanka's National Debt and Foreign Reserves See Significant Increases According to the latest statistical report released by the Office of State Debt Management under the Ministry of Finance, Public Resources, and Economic Development, Sri Lanka's total public debt and foreign reserves are projected to rise notably by the end of the second quarter of 2026. The document reveals that the total foreign debt stood at USD 37,468 million as of March 31, 2026. This figure is expected to increase by USD 540 million to reach USD 38,008 million by June 30, 2026. When calculated in local currency, the overall national debt rose from LKR 32,233 billion at the end of March 2026 to LKR 32,977 billion by the end of June 2026, marking an uptick of LKR 744 billion. For the second quarter, the government secured a total of LKR 1,997.1 billion in both domestic and foreign loans. During the same period, expenditures on debt servicing, including principal and interest repayments, reached LKR 2,698.6 billion. Out of this, LKR 257 billion (approximately USD 804.3 million) was allocated for servicing foreign loans. With 66% of the government's foreign debt denominated in US dollars, there is a significant risk of increased debt burdens and servicing costs, especially as the local currency continues to depreciate. Currently, approximately 22.3% of the government's foreign debts are tied to floating interest rates, meaning any upsurge in global financial market interest rates will directly affect the country's economic stability. The amount of debt backed by government guarantees for state-owned enterprises (SOEs) has surged to USD 2,885 million (LKR 971 billion). Entities such as the Road Development Authority, Ceylon Mineral Oil Corporation, National Water Supply and Drainage Board, and the Ceylon Electricity Board are among those contributing to this heavy debt burden on the state coffers. Despite entering into agreements with key bilateral creditors, discussions on restructuring debt with creditors from 13 countries remain unresolved, adding to the prevailing financial instability. *Note: In case of any discrepancy between the Sinhala and English versions, the Sinhala version shall prevail.
