Colombo Port Logistics Hub Project Abandoned Amidst Mutual Agreement In a significant development, plans for the massive logistics hub at the Colombo Port, spearheaded by a Chinese company, have been abandoned following an agreement between both parties. The Sri Lanka Ports Authority has consented to pay an amount of USD 21.9 million (over LKR 650 million) as compensation for the investment outlay. China Merchants Port Holdings Company announced to the Hong Kong Stock Exchange that it is withdrawing from the proposed five-storey 'South Asian Commercial and Logistics Hub' project at Colombo Port. After a thorough evaluation of external environmental changes, project timelines, ground-level environmental shifts, and the commercial needs of the stakeholders, the company concluded that terminating the project would be in the best interest of all parties involved. To facilitate the construction and management of this project, CMPort had established a fully owned subsidiary, Fortune Centre Group Limited (FCGL), registered in the British Virgin Islands. Ownership of FCGL was distributed with 70% held by China Merchants, 15% by the Sri Lanka Ports Authority, and the remaining 15% by Access Engineering PLC. With the project now shelved, stakeholders have decided to recoup the investments made thus far. Under this agreement, after settling outstanding taxes and penalties, the Sri Lanka Ports Authority has agreed to pay USD 21.905 million—originally part of a USD 26 million investment—within 30 days to SACLH. This amount will ultimately be divided among the three shareholders of the project. In December 2023, the Sri Lankan government had designated this project as a strategic development initiative through a gazette notification, which included benefits such as a 15-year complete institutional tax holiday and dividend tax relief. Additionally, a 50-year exclusive operation license for supply services at the Colombo Port was originally granted to the Chinese firm. However, despite the announcement of the project's cessation, the relevant tax concessions remain unrevoked as per the records on the government printing department's website. Initially launched in 2023, this ambitious project represented an estimated investment of USD 392 million to establish the largest supply hub in South Asia at the Colombo Port. China Merchants is already the lead operator of the Colombo International Container Terminals (CICT) and holds significant operations at the Hambantota International Port. *Note: In case of any discrepancy between the Sinhala and English versions, the Sinhala version shall prevail.
