Vithanage Shanthilal, who played a pivotal role as both a key witness and an informant during the investigation, revealed that Muhammad Riskan, a figure implicated in the initial attacks, was armed with explosives and materials for further devastation concealed in his lorry. Shanthilal disclosed these grave concerns in a special discussion on the 'Truth with Chamuditha' YouTube channel, hosted by senior journalist Chamuditha Samarawickrama. While giving testimony in the Anti-Terrorism High Court, he described how Riskan transported a significant stockpile of bombs and chemical substances for over 13 hours, traversing various locations from Katubapitiya to Ampara, Sammanthurai, and Nindavur. This operation raised urgent alarms, prompting him to alert state intelligence officials without hesitation, despite the potential danger to his life. Shanthilal emphasized that his decisive actions saved countless lives across the country. “The bomb and chemicals we were transporting with the terrorist Riskan were intended for attacks on Kandy’s Dalada Perahera and sacred sites such as the Jaya Sri Maha Bodhi and Ruwanweli Seya in Anuradhapura. All the bombs were being prepared at a residence in Nindavur. It was my warning that prevented a major catastrophe,” he stated, highlighting the gravity of the potential threat. However, while Shanthilal praised the effectiveness of his intelligence at 95%, he raised serious allegations about the delayed response of high-level intelligence units. He claimed that the opportunity to detain associated individuals—including Saharan’s brothers, Rilwan, Shainee Maulavi, and Niyas—was missed due to a lack of timely action, which allowed the culprits to escape and continue their malicious activities. Shanthilal speculated that this negligence and delay might have aided the terrorists in fleeing from Nindavur to Sainthamardu, giving them the chance to detonate bombs and potentially compromise critical evidence and information about the actual masterminds behind the plots. He expressed concern that the politically charged atmosphere at the time may have contributed to a conspiracy aimed at safeguarding the real masterminds of terror for personal gain. Currently, the Special Investigations Unit (SIU) based in Narahenpita has initiated an inquiry into the failure to act upon the intelligence he provided.
