නුවරඑළිය ග්‍රෙගරි වැව ආශ්‍රිතව දෙස් විදෙස් සංචාරකයන්ගේ ආකර්‍ෂණය දිනා ගනිමින් පෝනි සංචාර සඳහා යොදා ගන්නා පෝනියෙකුට තරුණයෙකු විසින් අමානුෂික ලෙස පහරදෙන ආකාරය දැක්වෙන වීඩියෝ දර්‍ශන සමාජ මාධ්‍ය ඔස්සේ සංසරණය වීමත් සමඟ එම සිද්ධිය සම්බන්ධයෙන් පොලිසිය පරීක්ෂණ ආරම්භ කර තිබේ. අදාළ පහරදීම සිදුකළ බවට චෝදනා එල්ල වී ඇති 26 හැවිරිදි රාමමූර්‍ති විෂ්ණු නමැති තරුණයා නුවරඑළිය පොලිසිය විසින් අත්අඩංගුවට ගෙන ඇති අතර, ඔහු නුවරඑළිය ස්ට්‍රාබැත්ත ප්‍රදේශයේ පදිංචිකරුවෙකු බව පොලිසිය සඳහන් කරයි. අත්අඩංගුවට ගත් සැකකරු අගෝස්තු 28 වැනිදා නුවරඑළිය මහේස්ත්‍රාත් අධිකරණයට ඉදිරිපත් කිරීමට නියමිත බවද පොලිසිය සඳහන් කරයි. මෙම සිද්ධිය සම්බන්ධයෙන් අදහස් දක්වන ග්‍රෙගරි වැව ආශ්‍රිතව සංචාරය කරන දෙස් විදෙස් සංචාරකයන් පවසන්නේ සංචාරක කර්‍මාන්තය සඳහා යොදා ගන්නා සතුන්ට කිසිදු ආකාරයක හිංසනයක් සිදු නොවන බවට බලධාරීන් සහතික විය යුතු බවයි. විශේෂයෙන්ම විදේශීය සංචාරකයන් අතර ජනප්‍රිය පෝනි සංචාර වැනි ක්‍රියාකාරකම් ශ්‍රී ලංකාවේ සංචාරක ආකර්‍ෂණයේ කොටසක් බව පෙන්වා දෙන ඔවුන්, සතුන්ට හිංසා කිරීමේ සිදුවීම් හේතුවෙන් ශ්‍රී ලංකාවේ සංචාරක ප්‍රතිරූපයටද හානි සිදුවිය හැකි බව පෙන්වා දෙති. මේ අතර, ග්‍රෙගරි වැව ආශ්‍රිතව නියමිත බලපත්‍ර යටතේ පෝනි සංචාර සේවාවන්හි නිරත පෝනි පදවන්නන්ද මෙම සිද්ධිය සම්බන්ධයෙන් දැඩි විරෝධය පළ කරති. ඔවුන් පවසන්නේ තමන් නීත්‍යානුකූලව පෝනි සංචාර සේවාව පවත්වාගෙන යමින් සංචාරක කර්‍මාන්තයට දායක වන අතර, කිසියම් පුද්ගලයෙකු විසින් සතෙකුට හිංසාකාරී ලෙස පහරදීම හේතුවෙන් සියලුම පෝනි පදවන්නන් පිළිබඳ වැරදි ප්‍රතිරූපයක් ඇතිවීම අසාධාරණ බවයි. එමෙන්ම, බලපත්‍ර සහිතව සේවයේ නිරත සියලු පෝනි පදවන්නන් සඳහා සතුන්ගේ සෞඛ්‍යය, ආහාර, විවේක කාලය සහ සේවා තත්ත්වයන් සම්බන්ධයෙන් පැහැදිලි ප්‍රමිතියක් ක්‍රියාත්මක කරන ලෙසද ඔවුහු බලධාරීන්ගෙන් ඉල්ලා සිටිති. මේ අතර ශ්‍රී ලංකා පාර්‍ලිමේන්තුව විසින් අගෝස්තු 6 වැනිදා සම්මත කර, අගෝස්තු 18 වැනිදා කථානායකවරයාගේ සහතිකය ලබා දුන් Animals (Amendment) Act, No. 19 of 2026 මගින් 1958 අංක 29 දරන Animals Act සංශෝධනය කර තිබේ. එම සංශෝධනයේ ප්‍රධාන අරමුණක් වන්නේ පනතේ “animal” යන නීතිමය අර්‍ථ දැක්වීම පුළුල් කිරීම වන අතර, එමගින් එළුවන්, ඌරන් සහ බැටළුවන් ඇතුළු සතුන් සම්බන්ධයෙන් පනතේ ඇතැම් විධිවිධාන පුළුල් වේ. එමෙන්ම සතුන් ප්‍රවාහනය සම්බන්ධයෙන්ද නව නීතිමය අවශ්‍යතා හඳුන්වාදී ඇති අතර, විශේෂිත සතුන් ප්‍රවාහනය කිරීමේදී අදාළ නිල බලපත්‍ර ලබා ගැනීම අනිවාර්‍ය කිරීම එහි එක් කරුණකි. කෙසේ වෙතත්, පෝනියෙකුට පහරදීම සම්බන්ධ මෙම සිද්ධිය නව Animals (Amendment) Act, No. 19 of 2026 යටතේම වරදක් බවට නිශ්චිතව ප්‍රකාශ කිරීම වෙනුවට, සැකකරුට එරෙහිව පොලිසිය ඉදිරිපත් කරන නිශ්චිත චෝදනා සහ අධිකරණ ක්‍රියාමාර්‍ගය අනුව නීතිමය තත්ත්වය තීරණය විය යුතුය. ශ්‍රී ලංකාවේ සත්ව හිංසනය සම්බන්ධයෙන් පවතින Prevention of Cruelty to Animals Ordinance, No. 13 of 1907 යටතේ සතෙකුට අනවශ්‍ය වේදනාවක් ඇති කිරීම සම්බන්ධයෙන් නීතිමය ප්‍රතිපාදන පවතින බවට අධිකරණ තීන්දුද පෙන්වා දෙයි. ඒ අනුව ග්‍රෙගරි වැව ආශ්‍රිත පෝනි සංචාර සේවාව සත්ව හිංසනයෙන් තොරව පවත්වාගෙන යාමටත්, සංචාරකයන්ගේ ආරක්ෂාව සහ සතුන්ගේ සුබසාධනය තහවුරු කිරීමටත් බලධාරීන් විසින් නිරන්තර අධීක්ෂණ ක්‍රමවේදයක් ක්‍රියාත්මක කළ යුතු බව සංචාරකයන් සහ බලපත්‍රලාභී පෝනි පදවන්නෝ අවධාරණය කරති. සිද්ධිය සම්බන්ධයෙන් අධිකරණය ඉදිරියේ කරුණු විභාග කිරීමට නියමිත බැවින්, සැකකරුට එරෙහි චෝදනා සම්බන්ධයෙන් අවසන් තීරණයක් ලබාදිය හැක්කේ අධිකරණ ක්‍රියාවලියෙන් පසුවය. ආර්.එෆ්.එම්.සුහෙල් Police Investigate Brutal Assault on Pony by Youth in Nuwara Eliya A disturbing video depicting a young man violently assaulting a pony used for tourism activities around Gregory Lake has sparked outrage on social media, prompting police to launch an investigation. He was taken into custody by the local police following the incident. Authorities have stated that Vishnu is scheduled to appear before the Nuwara Eliya Magistrate's Court on August 28. Tourists visiting Gregory Lake expressed their concerns regarding the treatment of animals used in tourism, emphasizing that officials must guarantee no harm comes to these creatures. Some foreign travelers noted that activities like pony rides are integral to Sri Lanka's appeal as a tourist destination. They warned that incidents of animal cruelty could significantly damage the country's image in the tourism sector. In light of this incident, local pony operators have voiced strong opposition, arguing that they conduct their services legally and contribute positively to the tourism industry. They lamented that the actions of one individual should not tarnish the reputation of all pony operators. They also urged authorities to implement clear standards regarding the health, nutrition, rest periods, and working conditions for all licensed pony operators. Additionally, the Sri Lankan Parliament recently amended the Animals Act of 1958 through the Animals (Amendment) Act, No. 19 of 2026, which was passed on August 6 and certified by the Speaker on August 18. A key aim of this amendment is to broaden the legal definition of "animal," thereby extending various provisions of the law to encompass elephants, cattle, and other creatures. The amendment introduces new legal requirements for the transportation of animals, including the necessity of obtaining appropriate licenses when transporting specific animals. However, it remains to be legally clarified whether the assault on the pony constitutes an offense under the new Animals (Amendment) Act. The official charges against the suspect and the judicial process will ultimately determine the legal outcomes. Judicial rulings indicate that provisions under the Prevention of Cruelty to Animals Ordinance of 1907 exist to prevent unnecessary pain to animals. Tourists and licensed pony operators stress the importance of continuous monitoring by authorities to ensure that pony rides at Gregory Lake are conducted without cruelty, ensuring the safety of tourists and the wellbeing of the animals.
