රජය විසින් මාර්ග ආරක්ෂණ ජාතික වැඩසටහන ක්‍රියාත්මක කරන්නේ තනි තනිව පුද්ගලයින් ආරක්ෂා කිරීමට පමණක් නොවන බවත්, පවුල් සංස්ථාව, සමාජය හා පොදුවේ සමස්ත රටේම ජනතාවගේ ආරක්ෂිත පැවැත්ම සහ අනාගතය වෙනුවෙන් බවත් ප‍්‍රවාහන, මහාමාර්ග සහ නාගරික සංවර්ධන අමාත්‍ය බිමල් රත්නායක අමාත්‍යවරයා පවසයි. අමාත්‍යවරයා මේ අදහස් පලකලේ මාර්ග ආරක්ෂාව පිළිබද ජාතික සභාවේ (National Council for Road Safety) සංවිධායකත්වයෙන් හේලීස් ඇඩ්වාන්ටීස් සමාගම (Hayleys Advantis Ltd.) විසින් 100 for 100 - ජාතික ආයතනික යතුරු පැදි ධාවන සුරක්ෂිතතා වැඩසටහන නිල වශයෙන් දියත් කිරීමේ අවස්ථාවේ ප්‍රධාන ආරාධිතයා වශයෙන් එක්වෙමිනි. එහි ප්‍රධාන පුහුණු වැඩමුළුව සහ දැනුවත් කිරීමේ වැඩසටහන කොළඹ 14, ඉගුරුකඩේ ‘City Pak by Advantis’ ආයතන පරිශ්‍රයේදී පැවැත්විණ. මාර්ග ආරක්ෂණ ජාතික වැඩසටහනට පෞද්ගලික අංශයේ දායකත්වය ලබා ගනිමින් දීප ව්‍යාප්තව ක්‍රියාත්මක කිරීමට ප‍්‍රවාහන, මහාමාර්ග සහ නාගරික සංවර්ධන අමාත්‍යංශ සැලසුම් කර ඇත. රාජ්‍ය හා පෞද්ගලික ආයතන සහභාගිත්වයෙන් ක්‍රියාත්මක මෙම ජාතික වැඩසටහන සඳහා පෞද්ගලික ආයතන 100 ක් සම්බන්ධ කර ගනිමින් ඉන් එක් එක් ආයතන මගින් යතුරු පැදි ධාවකයින් 100 දෙනෙකු ඊට දායක කරගැනේ. සුරක්ෂිත රිය ධාවනයට දැනුම ලබාදීම සහ ඊට අදාල සුරක්ෂිතතා සහාය සැපයීම සඳහා සේවා ස්ථාන, භාණ්ඩ බෙදාහැරීමේ ජාල සහ ආයතනික ප්‍රජාවන් යොදාගැනීම මගින් යතුරුපැදි ධාවකයින්ට පොදු සම්බන්ධතා මධ්‍යස්ථානයක් නොමැතිකමින් පැන නැගී ඇති ගැටළුවලට මෙම වැඩසටහන මගින් විසඳුම් සැපයීම සිදු කෙරේ. 100 for 100 යනු යතුරුපැදි ධාවකයින්ගේ සුරක්ෂිතතාව පිළිබඳ ජාතික ව්‍යාපාරයක් වන අතර, සමාගම්, ආයතන සහ භාණ්ඩ බෙදාහැරීමේ ව්‍යාපාර 100 ක් සම්බන්ධ කරගනිමින් එක් එක් ආයතනය මගින් යතුරුපැදි ධාවකයින් 100 දෙනෙකු මෙම වැඩසටහනට දායක කරගැනේ. සුරක්ෂිත ධාවන පුහුණුව සහ ඊට අදාල සුරක්ෂිතතා ක්‍රියාමාර්ග හරහා ධාවකයින් 10,000 ක් වෙත ළඟාවීමටත් මාර්ග ආරක්ෂාව පිළිබඳ පුළුල් වගකීම් සහගත සංස්කෘතියක් ගොඩනැගීමටත් මෙම වැඩසටහන මගින් සැලසුම් කර ඇත. මෙම වැඩමුළුව ආමන්ත්‍රණය කරමින් අදහස් දැක්වූ බිමල් රත්නායක අමාත්‍යවරයා : ‘රටේ සමස්ත ජනතාවට බලපාන මාර්ග ආරක්ෂාව පිළිබඳ ක්ෂේත්‍රය විධිමත් මෙන්ම ආරක්ෂිත බවින් වැඩිදියුණු කරන්න පෞද්ගලික අංශයේ මෙම එක්වීම අගය කරනවා. මාර්ග ආරක්ෂාව පිළිබඳ උපාය මාර්ගික කමිටුවේ යෝජනාවලට අනුව ‘මාර්ග ආරක්ෂණ ක්‍රියාකාරී සැලැස්ම’ ක්‍රියාත්මක කිරීම සඳහා පෞද්ගලික අංශය දායක කරගැනීමේ පියවර සාර්ථක කරගැනීමට කඩිනම් ප්‍රතිචාර ලැබීම ඉහළ ප්‍රවණතාවයක් ලෙස සලකනවා. ලංකාවේ රිය අනතුරුවලින් වසරකට 2,500 ක් පමණ මිනිස් ජීවිත අහිමි වෙනවා. එහිදී වැඩි වශයෙන් දිවි අහිමිවන්ගේ යතුරුපැදි කරුවන්ගේ. මාර්ග ආරක්ෂාව පිළිබඳ ජාතික සභාවේ සහ ශ්‍රී ලංකා පොලීසියේ වාර්තා අනුව යතුරුපැදි අනතුරුවලින් 2019 වසරේ 1,400 ක් ද 2020 වසරේ 1,250 ක් ද 2021 වසරේ 1,350 ක් ද 2022 වසරේ 1,009 ක් ද 2023 දී 2024 දී වසරකට දහසකට වැඩි පිරිසක් ද මියගොස් තිබෙනවා. 2025 වසරේදී සමස්ත මරණ සංඛ්‍යාව 2,550 ක් ලෙස වාර්තා වුණා. පසුගිය වසර දහයට මේ රටේ පුරවැසියන් නමදහසක් යතුරුපැදි අනතුරුවලින් මියගොස් තිබෙනවා. එබැවින් යතුරුපැදි ධාවනයේදී විශේෂ සැලකිලිමත් භාවයෙන් ධාවනයේ යෙදීම අවශ්‍ය වෙනවා. ජීවත්වීම සඳහා තම රැකියාව හා බැඳුණු යතුරුපැදි ධාවනයේදී අවධානම වෙනුවට ආරක්ෂාව සහතික කරගැනීම අත්‍යවශ්‍ය වෙනවා. ආණ්ඩුව විදියට නීතිමය ප්‍රතිසංස්කරණයන් ගෙනඑනවා සේම සමස්ත පොදු ප්‍රවාහන පද්ධතියේ භෞතික සංවර්ධනයට අවශ්‍ය පියවර ගෙන තිබෙනවා. ආරක්ෂිත මාර්ග පද්ධතියක්, ඒ හා බැඳුණු යටිතල පහසුකම් ගොඩනැංවීම සිදු කරනවා. ඊට දේශීය හා විදේශීය වශයෙන් තාක්ෂණය, දැනුම, නව ක්‍රමෝපායන් අනුගමනය කරනවා. යුරෝපයේ රටවල මෙන් ශ්‍රී ලංකාව තුල යතුරුපැදි ධාවනය තහනම් කරන්න බැහැ. නමුත් මැලේසියාව වැනි රටවල් යතුරුපැදි ධාවනය සදහා වෙනමම ‘Cycle Lane’ හඳුන්වා දී එරට යතුරුපැදි අනතුරු 74% කින් පමණ අඩුකරගෙන තිබෙනවා. අපේ රටේත් මාර්ග පද්ධතියට ක්‍රමිකව මේ ආරක්ෂිත ක්‍රමවේද යොදාගැනීමට කටයුතු කරනවා. ඒ අනුව මූලිකව කලවංචිකුඩි නගරය හරහා ප්‍රධාන මාර්ගයේ මීටර් 3.5 ක පළලින් යුතු කොටසක් යතුරුපැදි ධාවකයින්ට වෙන් කිරීමට සැලසුම් කර තිබෙනවා. එමෙන්ම ඉදිරි මාර්ග ව්‍යාපෘතිවලදී යතුරුපැදි මංතීරු වෙන්කර මෝටර් රථ ප්‍රවාහන දෙපාර්තමේන්තුව මගින් ඊට නෛතිකභාවය ඇති කිරීමට කටයුතු කරනවා. පැදිකරුවන් මාර්ගනීති රැකීම වගේම ආරක්ෂිත, ප්‍රමිතිගත හෙල්මටයක් පැලඳීම අත්‍යවශ්‍ය වෙනවා. එහිදී ප්‍රමිතිගත හෙල්මටයක් පැලඳීම නීති පැනවීම මගින් කරනවාට වඩා එහා ගිය වගකීම් එකතුකල ක්‍රියාවක් ලෙස සලකා කටයුතු කරන මෙන් ඉල්ලා සිටිනවා.’ මෙම අවස්ථාවට මාර්ග ආරක්ෂාව පිළිබද ජාතික සභාවේ සභාපති මංජුල කුලරත්න, Hayleys Advantis ආයතනයේ අධ්‍යක්ෂ මණ්ඩල සාමාජික බිනූප ලියනගේ, ‘City Pak by Advantis’ ආයතනයේ සභාපති වසීහරන් ත්‍යාගරාජා, එහි කළමනාකාර අධ්‍යක්ෂ රුවන් වෛද්‍යරත්න, නියෝජ්‍ය කළමනාකාර අධ්‍යක්ෂවරුන් වන ශානු ශභා, අසංක රත්නායක, සමූහ කළමනාකරණ කමිටු සාමාජිකයින් වන චමිලා බණ්ඩාර, සාගර පීරිස් යන මහත්ම මහත්මීහු සහ විවිධ ආයතන නියෝජනය කරමින් පැමිණි යතුරුපැදි ධාවකයින් විශාල පිරිසක් එක්ව සිටියහ. National Road Safety Initiative Launched in Sri Lanka to Enhance Motorcycle Safety The Sri Lankan government is implementing the National Road Safety Program not only to ensure the safety of individuals but also to promote the welfare of families and society as a whole, as well as the nation’s future, emphasized the Minister of Transport, Highways, and Urban Development, Bimal Ratnayake. During the official launch of the "100 for 100" national motorcycle safety initiative, organized by the National Council for Road Safety in collaboration with Hayleys Advantis Ltd., Ratnayake underscored the significant role of this program in addressing road safety issues. The primary training workshop and awareness program took place at the ‘City Pak by Advantis’ premises in Colombo 14. The Ministry aims to engage the private sector in the nationwide implementation of the National Road Safety Program. Public and private institutions will collaborate, with plans to involve 100 companies that will each mentor 100 motorcycle riders. This initiative seeks to address the challenges faced by motorcycle riders due to the absence of common support centers, providing knowledge on safe riding practices and relevant safety measures through service locations, distribution networks, and community organizations. The "100 for 100" program establishes a national effort focused on the safety of motorcycle riders, involving 100 companies committed to mentoring 100 riders each. The initiative aims to train approximately 10,000 riders through safe riding education and to cultivate a culture of responsibility regarding road safety. In his remarks during the event, Minister Ratnayake stated, “I greatly value the participation of the private sector in enhancing road safety, which affects the entire population of our country. Prompt responses are crucial for the successful implementation of the ‘Road Safety Action Plan’ as recommended by the Road Safety Strategy Committee.” Sri Lanka experiences approximately 2,500 fatalities due to road accidents each year, with motorcycle riders accounting for a significant proportion of these casualties. Reports from the National Council for Road Safety and the Sri Lanka Police indicate that the number of motorcycle-related deaths was 1,400 in 2019, 1,250 in 2020, 1,350 in 2021, and 1,009 in 2022, continuing a troubling trend projected to exceed 2,550 by 2025. In light of this, it is imperative for riders to prioritize safety over hazard during their daily commutes, making safe riding an essential aspect of their livelihoods. The government is taking necessary steps not only to introduce legal reforms but also to develop physical infrastructure for the entire public transportation system. Efforts are underway to build a safe road system with associated amenities, incorporating local and international technology, knowledge, and innovative practices. While banning motorcycles like some countries in Europe isn’t feasible in Sri Lanka, examples from nations like Malaysia show a 74% reduction in motorcycle accidents thanks to dedicated cycle lanes. Steps are being taken to gradually implement such safety measures within Sri Lanka's road systems, including plans to establish a 3.5-meter wide section for motorcycles in key areas like Kalawanchikudi. Future road projects will emphasize separate lanes for motorcycle riders to ensure safety and legality. Ratnayake emphasized that wearing standardized helmets not only enhances safety but also must be seen as a shared responsibility beyond mere legal enforcement. The event included significant attendance from key figures such as Manjula Kularatne, Chairman of the National Council for Road Safety, Binupe Liyanage from Hayleys Advantis, and numerous motorcycle riders from various organizations. *Note: In case of any discrepancy between the Sinhala and English versions, the Sinhala version shall prevail.
