ශ්රී ලංකාවේ ණය ශ්රේණිගත කිරීම්වල කිසිදු සුවිශේෂී ප්රගතියක් සිදුව නොමැති බවත්, මේ වසර අවසානය වන විට රුපියල් ට්රිලියන 7කට අධික දැවැන්ත මූල්ය හිඟයකට රජයට මුහුණ දීමට සිදුවනු ඇති බවත් හිටපු අමාත්ය බන්දුල ගුණවර්ධන මහතා පවසයි. ඔහු මේ බව අවධාරණය කළේ කොළඹදී පැවැති මාධ්ය හමුවකට එක්වෙමිනි. මෙහිදී වැඩිදුරටත් අදහස් දැක්වූ හිටපු අමාත්යවරයා පෙන්වා දුන්නේ, වාණිජ ණය සහ ස්වෛරීත්ව බැඳුම්කර ණය ගෙවීම ආරම්භ කිරීමට නියමිතව ඇත්තේ 2028 වසරේ සිට බවයි. රජය පවසන පරිදි ආර්ථිකයේ සැබෑ වර්ධනයක් සිදුව ඇත්නම්, 2027 වසර වන විට මෙරට දළ ජාත්යන්තර සංචිතය ඇමරිකානු ඩොලර් බිලියන 13ක් දක්වා වර්ධනය විය යුතු බව ඔහු සඳහන් කළේය. රජයේ බදු ආදායම පිළිබඳව අදහස් දක්වමින් ඔහු කියා සිටියේ, 2024 වසරේදී රුපියල් ට්රිලියන 4ක් වූ රජයේ ආදායම, 2025 වසරේදී ට්රිලියන 5.1ක් දක්වාත්, මේ වසරේදී ට්රිලියන 5.6ක් දක්වාත් ඉහළ යනු ඇති බවට ඇස්තමේන්තු කර ඇති බවයි. කෙසේ වෙතත්, ආදායම ඉහළ යන වේගයට වඩා වැඩි වේගයකින් රජයේ වියදම් ඉහළ යමින් පවතින බවත්, ඒ හේතුවෙන් වසර අවසානයේදී රුපියල් ට්රිලියන 7කට වඩා වැඩි මුදලක් ණයට ගැනීමට රජයට සිදුවනු ඇති බවත් ඔහු අනාවරණය කළේය. උද්ධමනය පාලනය කිරීම සම්බන්ධයෙන් ද අදහස් දැක්වූ බන්දුල ගුණවර්ධන මහතා, රජයේ ඉලක්කය උද්ධමනය 5%කට වඩා අඩු මට්ටමක පවත්වා ගැනීම වුවද, මේ වන විට කොළඹ දිස්ත්රික්කයේ උද්ධමනය 7% දක්වා ඉහළ ගොස් ඇති බව පෙන්වා දුන්නේය. මෙම ඉලක්ක සපුරා ගැනීමට නොහැකි වීම සම්බන්ධයෙන් ශ්රී ලංකා මහ බැංකුව පාර්ලිමේන්තුවට සම්පූර්ණ වාර්තාවක් ඉදිරිපත් කළ යුතු බව ද ඔහු අවධාරණය කළේය. මෙරට ජාත්යන්තර සංචිත තත්ත්වය පිළිබඳව අදහස් දක්වමින් ඔහු කියා සිටියේ, 2024 වසරේදී ඩොලර් බිලියන 6.1ක්ව පැවති සංචිතය වසර දෙකකට ආසන්න කාලයක් තුළ වර්ධනය වී ඇත්තේ ඩොලර් බිලියන 6.5ක් දක්වා පමණක් බවයි. වසර අවසානය වන විට සංචිතය ඩොලර් බිලියන 9.27ක් දක්වා ඉහළ නැංවිය යුතු වුවද, පවතින මන්දගාමී වර්ධනය හමුවේ එය අසීරු වනු ඇති බවත්, ජාත්යන්තර සංචිත නිසි ලෙස කළමනාකරණය නොකළහොත් 2022 වසරේදී මෙන් නැවතත් ආර්ථික ව්යසනයකට මුහුණ දීමට සිදුවනු ඇති බවත් ඔහු වැඩිදුරටත් අනතුරු ඇඟවීය. He emphasized that no notable improvements have been observed in the country's credit ratings. Gunawardena further noted that the commencement of payments for commercial loans and international bonds is not expected until 2028. He pointed out that if the government’s claims of genuine economic growth are valid, the country's gross international reserves should reach 13 billion U.S. dollars by 2027. Commenting on government revenue, he projected that the revenue for the year 2024 would amount to 4 trillion rupees, increasing to approximately 5.1 trillion rupees in 2025 and rising to 5.6 trillion rupees this year. However, he warned that government expenditures are rising at a pace exceeding that of revenue, potentially resulting in borrowing that surpasses 7 trillion rupees by year-end. Regarding inflation control, Gunawardena indicated that while the government aims to maintain inflation below 5%, the current inflation rate in the Colombo district has escalated to around 7%. He insisted that the Central Bank of Sri Lanka must submit a comprehensive report to Parliament concerning its failure to meet these targets. On the state of international reserves, he revealed that while the reserves at the beginning of 2024 stood at 6.1 billion dollars, they have only climbed to approximately 6.5 billion dollars over nearly two years. Although the expectation is for reserves to reach 9.27 billion dollars by year-end, he cautioned that this goal may be challenging to achieve amid ongoing sluggish growth.
