මහර බන්ධනාගාරයේ සිට වැලිකඩ බන්ධනාගාරය වෙත මාරු කර යවන ලද රැඳවියන් පිරිසකට වැලිකඩ බන්ධනාගාර නිලධාරීන් විසින් පහර දී ඇති බවට සිරකරුවන්ගේ අයිතිවාසිකම් සුරැකීමේ කමිටුව (CPRP) චෝදනා කරයි. එම කමිටුව පෙන්වා දෙන්නේ, මෙම පහරදීම සඳහා මූලිකත්වය ගෙන ඇත්තේ මහර බන්ධනාගාරයේ සිට වැලිකඩ බන්ධනාගාරය වෙත මාරු කර එවන ලද බන්ධනාගාර නිලධාරියෙකු බවයි. මෙම සිදුවීම සම්බන්ධයෙන් වහාම විධිමත් පරීක්ෂණයක් පවත්වන ලෙසත්, මාරු කර යවන ලද රැඳවියන්ගේ ආරක්ෂාව තහවුරු කිරීමට කටයුතු කරන ලෙසත් එම කමිටුව බලධාරීන්ගෙන් ඉල්ලා සිටී. එමෙන්ම, මෙම පහරදීමට වගකිව යුතු නිලධාරීන්ට එරෙහිව අවශ්‍ය නීතිමය පියවර ගන්නා ලෙස ද සිරකරුවන්ගේ අයිතිවාසිකම් සුරැකීමේ කමිටුව වැඩිදුරටත් අවධාරණය කර ඇත.
