22 වැනි ආණ්ඩුක්‍රම ව්‍යවස්ථා සංශෝධනය සම්මත කරගැනීමේදී ආණ්ඩුව තුළ කිසිදු බරපතළ දෙකඩ වීමක් සිදු නොවූ බවත්, එහිදී මතු වූයේ නොසලකා හැරිය හැකි මට්ටමේ සුළු බෙදීමක් පමණක් බවත් සභානායක ජනමාධ්‍ය අමාත්‍ය බිමල් රත්නායක මහතා පාර්‍ලිමේන්තුවේදී ප්‍රකාශ කළේය. විපක්ෂය මෙම තත්ත්වය දේශපාලන වාසි තකා අතිශයෝක්තියෙන් යුතුව සමාජගත කිරීමට උත්සාහ කළ බව සඳහන් කළ අමාත්‍යවරයා, ඒ සම්බන්ධයෙන් පාර්‍ලිමේන්තුවේදී වැඩිදුරටත් අදහස් දක්වමින් මෙසේද පැවසීය. "22 වැනි ආණ්ඩුක්‍රම ව්‍යවස්ථා සංශෝධනය සම්බන්ධයෙන් ආණ්ඩුව දෙකට බෙදී ඇති බව පෙන්වීමට විපක්ෂය දැඩි පරිශ්‍රමයක් දැරුවා. ඔවුන් මේ හරහා දැවැන්ත බිල්ලෙක් මවමින්, ජනතාව තුළ අනියත බියක් ඇති කිරීමට කටයුතු කළා. ආගමික නායකයන් මෙන්ම එක්සත් ජාතීන්ගේ සංවිධානය පවා නොමඟ යවමින් අසත්‍ය කරුණු ප්‍රචාරය කළා. නමුත් අවසානයේ සිදු වූයේ කුමක්ද? මෙරට අතිවිශාල අධිකරණ ප්‍රතිසංස්කරණයක් සිදු වුවද විපක්ෂය බලාපොරොත්තු වූ කිසිදු සමාජ කැළඹීමක් සිදු වූයේ නැහැ. ආණ්ඩුවක් ලෙස අප දෙකට බෙදී කටයුතු කළේ නැහැ. එතැනදී සුළු බෙදීමක් ඇති වූ බව සත්‍යයක්. ඒ පිළිබඳ නිවැරදි ගණනය කිරීමක් අප සතුව තිබුණා. විපක්ෂය මෙයින් දේශපාලන වාසියක් ලබාගැනීමට උත්සාහ කළද, නැති දෙයක් පෙන්වීමට ගොස් අවසානයේ ඔවුන් ක්‍රිකට් ක්‍රීඩාවේ ‘හිට් විකට්’ වීමක් මෙන් තමන් විසින්ම අමාරුවේ වැටුණා. විපක්ෂ නායකයන් මෙන්ම ඊට අදාළ වෘත්තීය සමිතිද එම ඉරණමටම ගොදුරු වුණා. ඉහළ අධිකරණවල විනිසුරුවරුන්ගේ විශ්‍රාම වයස ඉහළ දැමීම සම්බන්ධයෙන්ද ඔවුන් ගෙන ගියේ එවැනිම අසත්‍ය ප්‍රචාරයක්. එමෙන්ම මෙම පනත පාර්‍ලිමේන්තුවට ඉදිරිපත් කළ අවස්ථාවේදී ඊට ‘බලපෑම පිළිබඳ ප්‍රකාශය’ ඇතුළත් කර නැති බවට විපක්ෂයේ ප්‍රබල නීතිඥවරුන් පිරිසක් චෝදනා කළා. නමුත් ආණ්ඩුක්‍රම ව්‍යවස්ථා සංශෝධනයකදී එවැනි ප්‍රකාශයක් ඇතුළත් නොකරන බව අප පෙන්වා දුන් පසු ඔවුන්ට කීමට දෙයක් ඉතිරි වූයේ නැහැ. නීතිඥයන් නොවන අයෙකු පවා නිවැරදි දේ පෙන්වා දුන් විට එය පිළිගැනීමට තරම් නිහතමානීකමක් ඔවුන් තුළ තිබුණේ නැහැ." No Major Divide Among Government Members During Constitutional Amendment, Says Minister Bimal Ratnayake During discussions concerning the passage of the 22nd Constitutional Amendment, Minister of Media Bimal Ratnayake emphasized that there was no significant division within the government. He remarked that only a minor disagreement occurred, one that was negligible in the broader context of the amendment's adoption. Addressing the parliament, Ratnayake accused the opposition of attempting to capitalize on this situation for political gain, exaggerating the extent of dissent within the ruling party. He pointed out that the opposition’s efforts were aimed at inciting unfounded fears among the public. "The opposition worked diligently to portray that the government was fractured over the 22nd Amendment," he stated. "Their actions were designed to create a sense of chaos among the people, spreading false narratives even to religious leaders and the United Nations. However, in the end, what transpired? Despite significant judicial reforms undertaken in this country, no social upheaval occurred, contrary to the opposition's expectations." Ratnayake maintained that the government did not act in a divided manner, acknowledging that a small split did exist. However, he affirmed that they possessed a correct assessment of the situation. While the opposition sought to gain political advantage, they ultimately found themselves in a predicament akin to ‘hit wicket’ in cricket, with both opposition leaders and affiliated professional unions facing similar setbacks. He also addressed the claims surrounding the proposed increase in the retirement age for judges, which the opposition similarly misrepresented. A group of prominent opposition lawyers had alleged that crucial statements regarding the amendment's intent were omitted when the proposal was presented to parliament. Yet, after the government clarified that such statements are not required during a constitutional amendment process, the opposition had little room to argue.
