ශ්‍රී ලංකා රජය සහ ඉන්දීය රජය අතර යෝජිත සමාජ ආරක්ෂණ ගිවිසුම සම්බන්ධයෙන් පැවති ද්විපාර්ශ්වික සාකච්ඡාවල සිව්වන වට යේ සාකච්ඡා කොළඹදී සාර්ථකව අවසන් විය . එ ම සාකච්ඡා රටවල් දෙකේම ශ්‍රමිකයින්ගේ සමාජ ආරක්ෂණය ශක්තිමත් කිරීම සම්බන්ධව වැදගත් සන්ධිස්ථානයක් ලෙස සැල කෙයි . දෙදින සාකච්ඡා අතරතුර , කණ්ඩායම් දෙකම යෝජිත ගිවිසුම් කෙටුම්පත සම්බන්ධයෙන් පැවති නොවිසඳුනු ගැටලු පිළිබඳව එකඟතාවයකට පැමිණි අතර , යෝජිත සමාජ ආරක්ෂණ ගිවිසුමේ ඇතුළත් වගන්ති සම්බන්ධයෙන් තීරණ වලට ද එළ ැ ඹිණි . මෙම ගිවිසුම සම්බන්ධ සාකච්ඡා ආරම්භ ව ූයේ මීට දශකයකට පමණ පෙර ය . යෝජිත සමාජ ආරක්ෂණ ගිවිසුම මගින් ඉන්දියාවේ තාවකාලික රැකියාවල නියුතු ශ්‍රී ලාංකික ශ්‍රමිකයින් මුහුණ දෙන අභියෝගවලට විසඳුම් ලබාදීමට හැකියාව ලැබේ . මෙම ගිවිසුම යටතේ , ඉන්දියාවේ තාවකාලිකව රැකියාවල නියුතු ශ්‍රී ලාංකික ශ්‍රමිකයින්ට කම්කරු දෙපාර්තමේන්තුව යටතේ ක්‍රියාත්මක වන සේවක අර්ථසාධක අරමුදලට ( EPF) දායක වීම නොකඩවා සිදු කරගෙන යාමට හැකි වන අතර , ඉන්දීය සේවක අර්ථසාධක අරමුදලට දායක වීමේ අවශ්‍යතාවයෙන් එම ශ්‍රමිකයින් නිදහස් වේ . එමගින් ද්විත්ව සමාජ ආරක්ෂණ දායකත්වයන් ගෙවීම් වළක්වා ගැනීමට හැකි වේ . ඒ හා සමානව , ශ්‍රී ලංකාවේ තාවකාලිකව රැකියාවල නියුතු සුදුසුකම් ලත් ඉන්දීය ශ්‍රමිකයින්ට ද මෙම ගිවිසුම යටතේ එම පහසුකම හිමි වේ . මීට පෙර ඉන්දීය සේවක අර්ථසාධක අරමුදලට ( EPF) දායක වී , එහෙත් තම ඉතුරුම් ආපසු ලබාගැනීමට නොහැකි වී ඇති ශ්‍රී ලාංකික ශ්‍රමිකයින්ට ද මෙම ගිවිසුමෙන් ප්‍රතිලාභ අත්වේ . පවතින ඉන්දීය සේවක අර්ථසාධක අරමුදල් රෙගුලාසි යටතේ , සාමාජිකයින්ට වයස අවුරුදු 58 සම්පූර්ණ වූ පසුව පමණක් තම අර්ථසාධක අරමුදල් ප්‍රතිලාභ ආපසු ලබාගැනීමට හිමිකම් ඇත . එහෙත් නියමිත වයස සම්පූර්ණ වූ පසුවත් , බොහෝ ශ්‍රී ලාංකික ශ්‍රමිකයින්ට තම ප්‍රතිලාභ ලබාගැනීමේදී ප්‍රායෝගික දුෂ්කරතාවලට මුහුණ දීමට සිදුවේ . විශේෂයෙන්ම ඉන්දීය බැංකු ගිණුම් පවත්වාගෙන යාමට හෝ ක්‍රියාත්මක කිරීමට නොහැකි වීම හේතුවෙන් ප්‍රතිලාභ ආපසු ලබාගැනීමේ ක්‍රියාවලිය අතිශයින් අපහසු වී ඇත . මෙම ගිවිසුම බලාත්මක වූ පසු , සුදුසුකම් ලත් ශ්‍රී ලාංකික ශ්‍රමිකයින්ට තම සේවක අර්ථසාධක අරමුදල් ප්‍රතිලාභ ලබාගැනීමට හැකි වනු ඇත . සාකච්ඡා සඳහා ඉන්දීය නියෝජිත කණ්ඩායමේ නායකත්වය , ඉන්දීය රජයේ ඒකාබද්ධ ලේකම් පී . එස් . ගංගාධර් මහතා විසින් දරන ලද අතර කම්කරු කොමසාරිස් ජනරාල් නදීකා වටලියද්ද මහත්මිය විසින් ශ්‍රී ලංකා නියෝජිත කණ්ඩායමේ නායකත්වය දරන ලද ි . සෙසු සාමාජිකයන් ලෙස කම්කරු අමාත්‍යාංශය සහ විදේශ කටයුතු , විදේශ රැකියා හා සංචාරක අමාත්‍යාංශයේ ජ්‍යෙෂ්ඨ නිලධාරීහූ රැසක් ද එක්ව සිටියහ . - සරත් කලුගමගේ Fourth Round of Bilateral Talks on Proposed Social Security Agreement Between Sri Lanka and India Concludes Successfully in Colombo The recent negotiations aimed at establishing a social security agreement between the governments of Sri Lanka and India reached a significant milestone during the fourth round of talks held in Colombo. These deliberations are pivotal for enhancing social protection for workers from both nations. Throughout the two-day discussions, representatives from both sides expressed consensus on pending issues regarding the draft agreement. They also reached decisions concerning the stipulations included in the proposed social security pact, which has been under discussion for nearly a decade. This agreement is expected to address challenges faced by Sri Lankan workers engaged in temporary employment in India, providing them with solutions to their concerns. Under this framework, Sri Lankan workers will be allowed to contribute to the Employee Provident Fund (EPF) without compromising their existing rights, while also exempting them from contributions to the Indian Employees' Provident Fund. Furthermore, similar provisions will apply to eligible Indian workers temporarily employed in Sri Lanka, ensuring they benefit from the same facility. Previously, workers contributing to the Indian EPF faced difficulties when attempting to reclaim their savings upon returning to Sri Lanka, particularly due to complications arising from maintaining Indian bank accounts. The new agreement aims to facilitate easier access to these benefits for qualified Sri Lankan workers. Leading the Indian delegation for the discussions was the Secretary of the Indian Government, P. S. Gangadharan, while the Sri Lankan team was led by Chief Labour Commissioner Nadeeka Waththaliyadda.
