මුදල් විශුද්ධිකරණය සහ ත්‍රස්තවාදයට අරමුදල් සැපයීම වැළැක්වීමේ (AML/CFT) ජාත්‍යන්තර ප්‍රමිතීන් පිළිබඳව ශ්‍රී ලංකාව මුහුණ දෙන තෙවන අන්‍යෝන්‍ය ඇගයීම (3rd Mutual Evaluation) පිළිබඳ විශේෂ සාකච්ඡාවක් ජනාධිපති අනුර කුමාර දිසානායක මහතාගේ ප්‍රධානත්වයෙන් අද (04) පෙරවරුවේ ජනාධිපති කාර්යාලයේදී පැවැත්විණි. ජාත්‍යන්තර මූල්‍ය පද්ධතිය තුළ ශ්‍රී ලංකාවේ විශ්වාසනීයභාවය තහවුරු කෙරෙන මෙම තෙවන ඇගයීම් ක්‍රියාවලිය සාර්ථක කර ගැනීමට සියලුම රාජ්‍ය සහ පෞද්ගලික අංශයේ ආයතනවල සක්‍රීය දායකත්වය අවශ්‍ය බව ජනාධිපතිවරයා මෙහිදී අවධාරණය කළේය. මීට අදාළ මුල්‍ය කාර්ය සාධක බලකාය (FATF) හඳුන්වා දුන් නිර්දේශ 40 සම්බන්ධයෙන් වූ තාක්ෂණික අනුකූලතාව සහ එම නිර්දේශ ක්‍රියාවට නැංවීමේදී දක්නට ලැබෙන ආසන්න ප්‍රතිඵල 11ක් තුළින් ඇගයෙන සඵලදායීතාව ඇගයීම මෙම අන්‍යෝන්‍ය ඇගයීමේදී සිදු කෙරේ. ඒ සඳහා වූ ඇගයීම් කණ්ඩායමේ ක්ෂේත්‍ර නිරීක්ෂණය මේ වසරේදී සිදු කෙරේ. ඒ අනුව ඉදිරි මාස කිහිපය තුළ අදාළ නිර්දේශ විධිමත්ව ක්‍රියාවට නැංවීමේ අවශ්‍යතාව මෙහිදී පෙන්වා දුන් ජනාධිපතිවරයා සියලු ආයතන මනා සම්බන්ධීකරණයකින් යුතුව කටයුතු කිරීමෙන් අදාළ ක්‍රියාවලිය සාර්ථක කරගත හැකි බවද පෙන්වා දුන්නේය. මෙම ඇගයිම් ක්‍රියාවලිය සඳහා ශ්‍රී ලංකාව සූදානම් වූයේ 2023 වර්ෂයේ සිට බවත්, පසුගිය වසර දෙක තුළ දැඩි කාල සීමා පනවමින් මෙම සූදානම තීව්‍ර කර තිබෙන බවත් ශ්‍රී ලංකා මහ බැංකුවේ නිලධාරීහු මෙහිදී පෙන්වා දුන්හ. මෙය ජාතික මට්ටමේ විගණන ක්‍රියාවලියක් වන අතර, මුදල් විශුද්ධිකරණය පිළිබඳ ආසියා ශාන්තිකර කලාපීය කණ්ඩායම විසින් එය සිදු කරනු ලබයි. දේශීයව මෙම ක්‍රියාවලිය සඳහා පාර්ශ්වකාර රාජ්‍ය ආයතන 25ක් පමණ සම්බන්ධ වන අතර, එහි සම්බන්ධීකරණ කටයුතු ශ්‍රී ලංකා මහ බැංකුවේ ස්ථාපිත මූල්‍ය බුද්ධි ඒකකය විසින් සිදු කරනු ලබයි. ජනාධිපතිවරයා විසින් පත් කරන ලද මුදල් විශුද්ධිකරණය වැළැක්වීම සහ ත්‍රස්තවාදීන්ට අරමුදල් සැපයීම මැඬ පැවැත්වීම සම්බන්ධයෙන් වූ කාර්ය සාධක බලකාය විසින් අදාළ ඇගයීම් ක්‍රියාවලියේදී මෙම පාර්ශ්වකරුවන් ක්‍රියාත්මක කළයුතු ක්‍රියාකාරී සැලසුම්වල ප්‍රගතිය අධීක්ෂණය කරනු ලැබේ. ඒ අනුව මීට අදාළව ඉදිරිපත් කළ නිර්දේශ සහ ක්‍රියාකාරී සැලැස්ම අමාත්‍යාංශ සහ ආයතනික මට්ටමින් ක්‍රියාත්මක කිරීමේ ප්‍රගතිය පිළිබඳව මෙහිදී සමාලෝචනය කෙරුණු අතර එහිදී මතුව ඇති ගැටලු සහ ඒවා කඩිනමින් විසඳා ගැනීමට ගත යුතු ක්‍රියාමාර්ග පිළිබඳවද අවධානය යොමු කෙරිණි. මාර්ගගත තාක්ෂණය ඔස්සේ සිදු වන සූදුව (Online Gambling) නැවැත්වීමට ගෙන ඇති ක්‍රියාමාර්ග සහ ඊට අදාළ නීති පැනවීමේ කටයුතුවල වත්මත් තත්ත්වයද ජනාධිපතිවරයා මෙහිදී විමසීමට ලක් කළේය. එමෙන්ම අපරාධයකින් උත්පාදිත දේපළ කළමනාකරණ අධිකාරිය පිහිටුවීමේ කටයුතුවල ප්‍රගතිය ද මෙහිදී විමසා බැලූ ජනාධිපතිවරයා එම අධිකාරිය වඩාත් ක්‍රියාකාරී මට්ටමකින් පවත්වාගෙන යාමේ අවශ්‍යතාව පෙන්වා දුන්නේය. එම අධිකාරිය පිහිටුවීමේ කටයුතු මේ වන විට අවසන් කර තිබෙන අතර කාර්යමණ්ඩල බඳවා ගැනීමේ කටයුතු සිදු කෙරෙන බව නිලධාරීහු මෙහිදි පෙන්වා දුන්හ. ඩිජිටල් ආර්ථික නියෝජ්‍ය අමාත්‍ය එරංග වීරරත්න, මහබැංකු අධිපති ආචාර්ය නන්දලාල් වීරසිංහ, මුදල්, ක්‍රමසම්පාදන සහ ආර්ථික සංවර්ධන අමාත්‍යාංශයේ ලේකම් ආචාර්ය හර්ෂණ සූරියප්පෙරුම, ආරක්ෂක අමාත්‍යාංශයේ ලේකම් විශ්‍රාමික එයාර් වයිස් මාර්ෂල් සම්පත් තුයියකොන්තා යන මහත්වරුද, අමාත්‍යාංශ ලේකම්වරු, නීතිපති පාරින්ද රණසිංහ, පොලිස්පති ප්‍රියන්ත වීරසූරිය, ජාතික බුද්ධි ප්‍රධානී මේජර් ජෙනරාල් නලින්ද නියංගොඩ යන මහත්වරුද, අල්ලස් හෝ දූෂණ චෝදනා විමර්ශන කොමිෂන් සභාව, නීති කෙටුම්පත් දෙපාර්තමේන්තුව ඇතුළු අදාළ ආයතනවල ප්‍රධානීහුද මෙම අවස්ථාවට එක්ව සිටියහ. Discussion on Sri Lanka's Third Mutual Evaluation of AML/CFT Standards Led by President A pivotal discussion regarding Sri Lanka's third mutual evaluation on anti-money laundering (AML) and combating the financing of terrorism (CFT) standards took place today at the Presidential Secretariat, chaired by President Anura Kumara Dissanayake. This critical evaluation is part of an international process aimed at reinstating confidence in Sri Lanka's financial system. The President emphasized the necessity for active participation from all state and private sector entities to ensure the success of this assessment process. Assessments will focus on the technical compliance with the Financial Action Task Force (FATF) recommendations, particularly the 40 designated standards and their effective implementation through impactful results across 11 defined areas. Field inspections by the evaluation team are scheduled for this year. The President highlighted the urgency of adhering to these recommendations in the coming months, advocating for robust cooperation among institutions to facilitate a successful evaluation process. Sri Lanka has been preparing for this assessment since the beginning of 2023, with officials from the Central Bank noting that preparations have been intensified with strict timelines established over the past two years. This evaluation represents a national-level audit, conducted with support from the Asia-Pacific group on AML. Approximately 25 local state institutions are involved in this process, which is coordinated by the Financial Intelligence Unit established by the Central Bank of Sri Lanka. The task force appointed by the President focuses on preventing money laundering and financing of terrorism, ensuring that relevant stakeholders fulfill their operational plans during the evaluation process. During the meeting, discussions included the progress on the implementation of proposed recommendations and operational plans at the ministerial and institutional levels, addressing emerging challenges and the necessary actions for their timely resolution. The President also inquired about ongoing measures to curb online gambling and the current status of legislative initiatives related to this issue. Furthermore, the President evaluated the progress in establishing a management authority for property derived from crimes, underscoring the need for this authority to operate at a high level of efficiency. Officials indicated that the establishment of this authority is nearing completion, with recruitment of staff currently underway. Attendees included Digital Economy State Minister Eranga Weeraratne, Central Bank Governor Dr. Nandalal Weerasinghe, Secretary to the Ministry of Money, Capital Markets, and Economic Development Dr. Harshana Suriyapperuma, Secretary to the Ministry of Defense retired Air Vice Marshal Sumath Thuyiyakontha, along with various ministry secretaries, Legal Secretary Parinda Ranasinghe, Police Chief Priyanta Weerasuriya, the National Intelligence Head Major General Nalintha Niyangoda, and other agency heads involved in investigations related to corruption and misconduct. *Note: In case of any discrepancy between the Sinhala and English versions, the Sinhala version shall prevail.
